The Rev. Dr. Emmett C. Burns Jr., the first African American elected to statewide office in Baltimore County and the founding pastor of Rising Sun First Baptist Church, died Thursday at Sinai Hospital from complications from a fall. The Lochearn resident died at the age of 81.

According to, The Rev. Burns led a movement to rename the Baltimore airport after civil rights icon Thurgood Marshall while serving as a state delegate.

“Emmett was usually on the right side of most problems and was always very much his own person,” said Larry S. Gibson, a longstanding University of Maryland law professor and author of a Thurgood Marshall biography who was also a close friend and confidant of Emmett’s. “He was solemn, but not quite as serious as his manner suggests in photographs; he was actually a very kind man.”

“He was a very vital and strong leader in the community,” said Del. Benjamin T. Brooks Sr., who took over the Rev. Burns’ position in Baltimore County’s 10th District in 2015. He was a man of principles, values, ethics, and honesty. We’re going to miss him terribly.”
