Norbert Olmscheid Death – According to accusations filed on Monday, a teenager claimed that soon before purposely running over and killing a man on a St. Cloud sidewalk with a stolen car, he had been listening to music about murder. Norbert J. Olmscheid, 70, of St. Cloud died in a collision around 8 p.m. on Friday, 21st, 2023, on a walking path between N. 9th and 6th avenues. Israel M. Madimba, 16, of nearby Sauk Rapids, was charged in Stearns County District Court with first-degree premeditated murder and second-degree intentional murder.
Suspect appeared in court
Madimba made an appearance in court on Monday and is still being held without bail of $1 million. His lawyer was contacted via an SMS asking for comment on the accusations. Judge Kris Davick-Halfen approved a defense request and ordered an evaluation to see if Madimba is competent enough to be charged in this case. According to a court document, Madimba “previously diagnosed mental health concerns.”
The County Attorney’s Office said in a statement late Monday afternoon that a grand jury must be called to assess whether the evidence is sufficient to prosecute Madimba on that count because a first-degree murder accusation carries a mandatory life sentence upon conviction.
Victim run over by stolen car
The statement said that Madimba could not be tried as a juvenile because of the first-degree murder charge. As stated in the charges: Madimba claimed he ran over someone when he dialed 911. Olmscheid was unconscious and on the ground when police arrived. At St. Cloud Hospital, he passed away. The allegations stated that the youngster told officers he discovered keys in a St. Cloud YMCA locker, stole a car, saw the man walking on the path, and “decided to run him over.”
Madimba claimed that while following the man slowly, he suddenly accelerated and struck him. The allegations stated that he admitted to “listening to a song about murder and then [struck] the unsuspecting victim.” Witnesses verified what Madimba admitted.
Norbert Olmscheid’s obituary and funeral arrangements will be released by the family at a later date.
