Owens has been facing a lot of charges before the incident that took his life. Owens was involved in the murder of 43-year-old Monte Wilson of Saginaw who died after he was shot in an unidentified area. Caleb Rowell, Deputy Director of the Bay City Public Safety Department said that, “Its not something that would ordinarily happen here, takes us by surprise, but it can happen anywhere, and obviously they were targeting this individual for whatever reason, whoever the shooter is.”
